Rezumat: Services are important for the growth and development of any state. They will be continuously diversified, their quality will be higher and higher as they are involved both in the satisfaction of material as well as spiritual or social needs, thus entering complex relationships with the goods, relationships that can be of competition (substitution) or stimulation (complementarity). The development of the role of public administration, in providing social well-being, has required the decentralization of public services, enabling thus a citizen’s better approach to the services. Do they meet this challenge? Trying to answer this question, we stress that it is important to view the public service through the eyes of its citizen, its main beneficiary, the quality of a service being evaluated on the degree of the satisfaction expressed by citizens. The degree of civilization and welfare of the local community depends on the variety and quality of public services.
